Etymology

The Book of Sui explains the word as being composed of (, “not; no one”) and (yáo, “corvée”), i.e. the people were so named because they were not subject to corvée.

Chángshā jùn yòu zá yǒu yí dàn, míng yuē mòyáo, zì yún qí xiānzǔ yǒugōng, cháng miǎn yáoyì, gù yǐwéi míng. [Pinyin]
In the commandery of Changsha there also existed a barbarian people called Moyao. They claimed that their ancestors had rendered meritorious service and were always exempt from corvée, thus taking it as their name.
