Fū biānjìng zhě, guó zhī wěi yě, pì zhī rú niúmǎ, chùshǔ zhī jì zhì, mǎngwèi zhī jì duō, ér bùnéng diào qí wěi, chén yì jù zhī. [Pinyin]

The borders and frontiers are like the tails of nations; [let us] draw an analogy between them [nations] and cattle & horses: when the Heat-Withdrawing solar term would have already come and the big and small gadflies would have already swarmed, they [cattle & horses] would not be able to wag their tails. I your minister fear that.
