According to Shuowen Jiezi, it's the pictogram of a vertical wooden stick. It appears in the original version of , which originally meant "to mend a boat", and in , in which the stick symbolizes authority.

However, as a component of the Chinese characters, it can represent a vast variety of things other than sticks.
