Generally used as a compliment towards artworks, character designs, and doujinshis, for their immense capability in sexual appeal or enticement.

Appears to be an abbreviation or blending of 射撃 (shageki, “shooting or firing of a weapon”) + 爆撃 (bakugeki, “bombing”).^[1]
