     The Fujian soldiers who came to open up wasteland distributed scatteredly like spraying pepper powder. They were separated and inhabited in small villages. Many Hokkien-speaking villages were then formed.

We firmly oppose to (alleviating poverty) carelessly and allocating resources without focus. (The usage of this word here is considered inappropriate because this was a formal speech)
