     Regulation 3 When there is an allegation [that] or there is a cause to suspect that any police officer has committed a breach of discipline, [and] if his superior has conducted preliminary consideration [and found that the case] is ungrounded... the superior who has the power to conduct consideration shall, within [the scope of his] power, give an order on the matter without having to investigate the facts.
