Uncertain. Possibly from Old Khmer binai (law, order, regulation, rule; fine, monetary penalty; to fine, to impose a monetary penalty; etc) + karmma (act; action; deed; etc), literally "act of regulating", "act of ordering", etc. Compare Modern Khmer ពិន័យកម្ម (pĭnôykmâm); Lao ພິໄນກັມ (phi nai kam).
