[edit]Likely a rewording of 奈良の都 (Nara no miyako, literally “Nara capital”); with 平城 (Heijō, Heizei) and 京 (kyō) being alternative spellings of 奈良 (Nara) and 都 (miyako), respectively. (Can this(+) etymology be sourced?)
