Blend of 出羽 (Dewa) +‎ では (de wa, at, in), making fun of the fact that such people often use phrases like アメリカでは〜」 (in America, ...) and 北欧では〜」 (in the Scandinavian countries, ...).[1][2][3] Also, the character implies that their way of talking is arrogant and condescending.[3]
