Compare Old Norse preterite hvakk, presumably of reconstructed Old Norse verb *hvekka. The transitive inflection has come into being either from an unattested Old Norse ancestor, or analogously to other labile verbs such as brenne, kveppe etc. The noun is derived from the verb.
