This sense is found in Pleco as "trouble; effort" with the example of 煞費周章 "take great pains; spare no effort". I think it's probably mergeable with "setback; complication; twists and turns". @Tooironic, RcAlex36, what do you think? — justin(r)leung _{{ (t...) | c=› }} 07:04, 8 July 2021 (UTC)
