@Justinrleung Since you asked, I can't speak for Hong Kong or Guangzhou, but in Singapore, the 河 in 河粉 has a falling tone, and definitely doesn't have the same tone as 粉, so it's most certainly ho4 and not ho4-2. But in the context of the Hong Kong dish 乾炒牛河, then it would be ho4-2. The dog2 (talk) 23:29, 12 January 2021 (UTC)Reply
