@Aryamanarora: Hi, thanks for asking and your interest in Marathi!
-तील is an ordinary postposition that means 'in' or 'inside' so -तील itself is not inflection/declension, but the between रुग्णालय and तील is the oblique case marker for masculine/neuter words with a stem-final consonant.
Curiously, तील does not appear as a lemma in dictionaries despite being common in formal contexts. Dhongde & Wali use the gloss "PP ‘in’ or ‘inside’" when it appears in an example. So does it deserve an entry?
So the translation of the phrase is "The medical (store) in/inside Kalva Medical Hospital closed since April". The tricky thing about this translation is that since it's a headline or caption it omitted the crucial word स्टोअर, and it's obviously not a complete sentence since it lacks a verb.
पासून also means 'from', and like तील it's an ordinary postposition.
For comparison, the locative case is formed with and the ablative case is formed with हून/ऊन. The locative case marker and ablative case marker हून/ऊन act very similar to ordinary postpositions so they may not truly be case markers.

On a separate note, Turner mentions the postposition पाशी (pāśī) and पास (which is perhaps obsolete) instead of पासून, but Tulpule says the Old Marathi ancestors of पासून are derived from Sanskrit पार्श्व (pārśva) so Turner's entry is still useful. Perhaps पासून is the obsolete पास + हून/ऊन mentioned above. DSAL Date supports this: [सं. पार्श्व; प्रा. पास + हून, ऊन प्रत्यय]

@Kutchkutch: Hmm, I did find a postposition -त (-ta, inside), but nothing for तील (tīl). Could it be two postpositions affixed to the word? My knowledge is too weak to help. —Aryaman (मुझसे बात करो) 13:31, 27 October 2017 (UTC)Reply
@Aryamanarora: You're definitely correct in the first case. I mixed up -त with आत above. -त is the postposition/case marker and आत is the adverb. The postposition/case marker is comparable to के अंदर and the adverb is comparable to अंदर.
I think you're also correct the second case. Just like DSAL Date suggests पासून = पास + हून/ऊन, it seems plausible that तील = + ईल. The adjectives मागील (māgīl) and पुढील (puḍhīl) appear to have -ईल. पुढे (puḍhe) is a postposition that means next or ahead and is comparable to के आगे. मागे (māge) is a postposition that means next or ahead and is comparable to के पीछे. For पुढील (puḍhīl), DSAL Date says compare Ardhamagadhi पुरिल्ल. For मागील (māgīl), DSAL Tulpule says मागिल (māgila) is its Old Marathi ancestor and DSAL Turner's 'mārga 10071' entry mentions 'Pk. maggilla'. So it appears -ईल is -इल in Old Marathi and 𑀇𑀮𑁆𑀮 (illa) in Prakrit.
Dhongde & Wali say ईल/एल is a V>ADJ suffix so the verb छापणे (chāpṇe, to print) becomes the adjective छापील (chāpīl, printed). Perhaps this is the same suffix applied to postpositions. Kutchkutch (talk) 21:53, 27 October 2017 (UTC)Reply
