Compound of 膨れ (fukure, the 連用形 (ren'yōkei, stem or continuative form) of verb 膨れる (fukureru), “to swell, expand) +‎ 出だす (idasu, to bring forth), applying the 義訓 (gikun, meaning reading) to 発出 (hasshutsu, bringing forth).
