Likely of Proto-Indo-European origin but the exact root is difficult to pinpoint. Suggestions have included *h₂welh₁- (wool) and *welg- (damp, humid). Also compare Lithuanian vẽlės (ghostly figures of the deceased), archaic form of modern velnias (demon, devil). More at Veles.
