Likely either from はし "edge" + む "look like, behave like, become like"; or from は "edge" + しめる "to have, to possess" -- in either case, from the idea of "edge" = "start, beginning". The "chastise" sense appears to be etymologically distinct from the "kill" sense -- see also https://kotobank.jp/word/%E6%87%B2-568071 with the note:

[語誌](1)自動詞上二段活用「懲る」の他動詞形。「殺す」と同系の語とする説もあるが、アクセントが異なる（懲ろす 平平上、殺す 上上平）ので、別語と考えるべきか。

Also, the reading ころす for the sense "chastise" doesn't appear until the late 1100s.

Conjunctive て

I've read that this is originally the 未然形 and 連用形 of verb completion aspect marker つ (tsu), which apparently conjugated with a 下二段 pattern. See also the NKD entry here. The NKD entry speculates that this might be from 棄つ (utsu, “to strike; to throw”), but that strikes me as very strange semantics. I suspect instead that this might be a shifted-conjugation form of an ancient copula, also appearing as genitive / copular particle つ (tsu) and adverbial / quotative / conjunctive particle と (to).
