Definition of 'strange matter' says it's made of quarks. All (bulk) matter is made of quarks (the up and down varieties). Strange matter is a hypothetical state where a substantial portion of the quarks 'in the mix' are strange quarks.
See the wikipedia article for details, then adjust definition to match. I would definitely include the 'hypothetical' nature of strange matter.
