- @Gamren: I think this phrase is used because state in American English is ambiguous. State usually means delstat (one of the 50 states) but can mean stat (an independent country). People who write "backed by a nation-state" do not mean a state that is also a nation. They mean any foreign state. I will need to collect citations before adding a second sense. - True—most precisely, any sovereign state (including possibly their own, so not necessarily "foreign") is what they mean, and that term would be the more precise term if their usage could be guided (but good luck on that). Quercus solaris (talk) 18:41, 17 July 2021 (UTC)
