- The old Chambers 1908 dictionary I've been going through has (under rope) the sub-entry give a person rope, "to allow a person full scope". In my personal experience (which may be inadequate, wrong, etc.) the metaphor is that if you give a person enough rope, they will hang themselves, i.e. the person is irresponsible or unwise.
