I checked several dictionaries such as Taiwan's 《兩岸萌典》 [1] and Mainland China's Xiandai Hanyu Cidian 现代汉语词典. There appears to be two senses for this term in Chinese. The first sense refers to an "offensive and defensive alliance" by two countries against another country during times of war. Quotations for this sense from the early 1900s related to Qing dynasty history can be found here. The second sense appears to be idiomatic, referring to two parties that have mutually agreed to conceal acts committed by either party before heading to a trial in court.
