"whether, whether or not". Daijirin has this sense but mentions that it is often found in the form of "…かどうか". I think this is important. This entry doesn't mention that, which is why I currently oppose it.
Of course, the question is "why don't I add it"? I don't think having this information at どうか is proper; "…かどうか" seems to me like it should be "…か どう か". どうか (“whether or not”) is not in EDICT. —suzukaze (t・c) 08:49, 23 July 2017 (UTC)
