@Atitarev I created this entry by analogy with нормирование (normirovanije). No dictionary, including Efremova, clearly distinguishes the different-stressed forms by meaning, so perhaps there's no difference, but it seems a bit strange to me to have нормирова́ние vs. норми́рование have different meanings and not have the same difference in the verbs. If there's no difference, then нормирова́ть should be listed first because this appears to be the more accepted variant. Benwing2 (talk) 23:26, 17 March 2018 (UTC)

@Benwing2: It is really difficult. Until today I thought the two stress patterns are just variants of the same and that's what "Большой толковый словарь" suggests and I can imagine most people in modern Russia will think that way. The same would apply to both the verb and the derived noun. The easiest way to resolve this is perhaps merge senses, mention that some dictionaries treat different patterns as different senses. Another derivation - нормиро́вка (normiróvka) is derived from both patterns according to Ozhogov who treats them as the same word as well. --Anatoli T. ^{(обсудить}/^вклад) 00:50, 18 March 2018 (UTC)
