     On August 30, 2007, 172 drivers submitted a petition to the Harbin Songbei District People's Court; when court proceedings were held on June 20, 2008, only 38 plaintiffs were present (of which 30 were professional lawyers). The Songbei District People's Court submitted a judicial suggestion to the related competent administrative department.
