May be a coinage in Japan from Middle Chinese-derived elements, as a compound of 市 (shi, “city”) + 章 (shō, “seal, mark, logo”).

[edit]Sometimes erroneously translated as city chapter, due to the additional meaning of chapter (of a book or other written document) for the 章 kanji.
