A shift from たとて (-ta tote), a combination of (-ta, suffix showing completion/realization of an action) + とて (tote, even if, a conditional particle, itself being a compound of quotative particle (to) and conjunctive particle (te)).[1]

Surface analysis (-ta) + って (tte).
