[edit]Per Vasmer, ultimately from Proto-Slavic *obьlъ.
The politics sense derives from a 2022 court case in which an anti-war activist was acquitted of discrediting the Army by claiming that her words нет в***е (net v***je) meant нет во́бле (net vóble, “no to vobla”), and not нет войне́ (net vojné, “no to war”).
