  1. The difference between the actual speed of a vehicle and the permitted speed.

Usage notes

  • The Finnish police uses the term "excess speed" in their English communication to mean the "positive difference between the actual speed and the permitted speed" (sense #1). However, it seems that in English texts "excess speed" is chiefly used to mean "a speed that is higher than the permitted speed" (sense#2).
