From Proto-Italic *toutā (people, population), itself from Proto-Indo-European *tewtéh₂. Cognates with Latin tōtus (the whole, entirety), Oscan 𐌕𐌏𐌖𐌕𐌏 (touto, community), and Umbrian 𐌕𐌏𐌕𐌀𐌌 (totam, tribe).
