1. (transitive) To discuss; to converse about a matter or issue.

   Come home early, we have a lot to talk over.

2. (transitive) To persuade (someone); to talk around.

3. (transitive) To verbally interrupt (someone); to speak at the same time as someone else.

   Hyponym: shout down

   She rudely talked over her opponent in the debate.
