suicide pact (plural suicide pacts)

1. An agreement between two or more people to commit suicide.

     […] with only three exceptions, no locomotives built since 1906 have been scrapped. One of the exceptions was an experimental high-pressure shunting locomotive; the other two made a suicide pact and collided.

2. (politics) An arrangement or system of rules that is followed despite restricting the ability to deal with critical issues.
