      This narrow view of codification sensu strictissimo requires further consideration, since it is perhaps the chief reason why codification, and its delimitation from development, have been discarded as pointless efforts. Thus, we should bear in mind that customary law is, by nature, often general, vague and imprecise. It would therefore prove difficult and undesirable to establish exact written replicas of the customary rule. Professor Jennings has argued that "the very fact of changing the law from an unwritten source to a written source is in itself inevitably a major change."
