Literally, silly Eppie, the nickname of an eccentric from mid-20th century Amsterdam, whose name entered the local idiom as a result of his reputation (including through literature, starting from the '60s). Eppie / Ep is a hypocoristic form of a number of names, including Egbert and Elbert.
