Probably originally meaning "make higher." Compare how mirages sometimes hover over the horizon.

  1. to appear (vaguely and) alluringly (to someone's senses or in someone's mind); to loom, to beckon, etc.

    Ljusen från hamnen hägrar i fjärran
    The lights from the harbor beckon in the distance

  2. (rare) to appear as a mirage (more generally)
