      Thus the foreseeableness of a disaster occurring arguably is dependent upon how the chance of that event taking place is evaluated in the first place. If an assessment of a risk is undertaken and no disaster occurs then, as discussed above in relation to chance, the people concerned with that evaluation will simply attribute the successful outcome to their ability to control the environment.
