[edit]Compound of berita (“report”) + acara (“court examination”), calque of Dutch proces-verbaal (“law enforcement account or report”), from French procès-verbal (“minutes; proceedings; statements; ticket”, literally “lawsuit, trial + verbal, not implied”).
