When to block

In my opinion, obstructions should only be handed out when the users are being persistently disruptive, including fresh accounts. A lot of vandals are just hit‐and‐run offenders, so obstructing them doesn’t accomplish much. Some of the administrators here are particularly trigger happy with the block function, and I think that that’s wasteful.
