OmegaWiki is a dictionary that combines data from all Wiktionaries in a structure suited for a universal dictionary. There, expressions are attributes of definitions, unlike how it is in traditional dictionaries. You start with a definition (possibly translated in multiple languages), then link to it words in English and other languages. This means you get an any-to-any language translation dictionary as you go. OmegaWiki data is available both under the GFDL and the CC-by license.
