Disney made a family movie "The Wetback Hound" in 1957 currently view-able on YouTube, this shows "wetback" originally had a broader meaning having to do with nature and wetlands and is not just a slur. Many people claim it is a racist term, but Mexicans are a nationality and ethnicity, not members of a race.

Whatever the way things were in 1957, nowadays, the term is definitely offensive. As for your other argument: the distinction between xenophobic bigotry and racism as you define it doesn't matter in the real world- people tend to see them as the same thing.
