Which sense of "unlockable"?

This word potentially has two completely different senses, and the definition given on the entry doesn't explicitly disambiguate them or clarify the situation. I have not checked which of them is/are attestable. The first possible meaning is the state of being unlockable (not lockable). The second is the state of being unlockable (able to be unlocked).
