Beginning or end?

Our definition says "The beginning or end of a certain century." Does this mean that eg "at the turn ot the 19th century" can mean either around 1800 or around 1900? I always thought it could only mean "around 1800". --Thrissel (talk) 20:31, 17 July 2012 (UTC)Reply
