Appears to be created in the TV show Archer. See [1] (though obviously not RS), and searches for "Archer tactleneck" find the relevant clip from the show. There are certainly uses of it online but all of them I found are in direct relevance to that show (rather being used to refer to such an item, outside of that context.) Not sure if that counts for CFI purposes or not (there are certainly blog posts, Reddit posts, magazine articles at least using the term, spanning over a year).
