We have this phrase in a citation, under "inferior in size or quality". Chambers 1908 gives a definition of "laborious and penurious" (which seems particularly designed to go with the noun "work" or "labour" etc.). I don't know if theirs is better than ours but I'm leaving it here. Equinox 02:57, 20 August 2019 (UTC)Reply
