Or.. THESE HAVE BEEN MADE IN NZ.. for many many years, Mostly as a NZ tradie's gag (joke) to be PINNED onto a building site "wall" - to have nails, darts, stones &/or rifle bullets .. thrown at (ie: shot at if rifle bullets).

Plus -- they tend to be LARGE ROUND CARBOARD TYPES .. not piddly little "pokie chips".

ie: There's a video playing over on YOUTUBE, which "shows" the size & style of NZ's (1970's - 2000's) LARGE CARDBOARD "ROUND" TUIT's. ie: https://www.youtube.com/watch?v=jMH5RFwWPzA [1]
