- "Rhabdo-" relates rod/wand/staff hence the beating symbolism (much like mastigophobia), and scepters/magic wands as symbols of authority/magic are necessarily related, but I think you're right, the "fear of magic" definition is loosely figurative at best and only used in very few niche fiction works from lack of a better term, (I don't really see much alternative aside from "fear of witches", even a "fear of authority" seems absent).
