cited. In order to rule out typos, I limited myself to texts that use the word multiple times and consistently spell it "preliminarly". Kiwima (talk) 06:26, 1 February 2020 (UTC)Reply
Comparing the cite from the Federal Register with this one should make clear the first is a typo. For the other two, I think it is a misspelling; note that the authors are not native English speakers.  --Lambiam 12:57, 1 February 2020 (UTC)Reply

Judging by Ngrams this was, at its peak (applying no smoothing), in the vicinity of 1/50th as common as the usual spelling, though applying a lot of smoothing to look at broader trends, only 1/65th or so as common. As Kiwima says, that does seem rather common, all things considered, although I am sympathetic to the point of view that many uses seem to be typos. But it seems common enough to keep as a misspelling. If the misspelling is chiefly used by non-native speakers, btw, it could also be categorized into Category:Non-native speakers' English, but if it also occurs a lot in native speakers' writing, then just labelling it a misspelling is sufficient. - -sche (discuss) 20:28, 4 February 2020 (UTC)Reply
