My impression (from the corpus that Google caches are not) is that the leading internet use is as a twee, babyish reference to felines.

Reading aloud these references to 'pooties' almost demands the use of babytalk intonation.

An example of 'pootie' in this usage. (Also giving 'woozle' as the equivalent word for canines.) — This unsigned comment was added by Skeptic12 (talkcontribs).
