But according to this article https://www.readcube.com/articles/10.14746%2Fkj.2014.3.1, it was coined in 1993 by Ireneusz Sekula, a Polish politician, vice Prime Minister, and someone who was later shot and his death was covered up as a suicide. Interesting story.
