Most common meaning missing

  3. (obsolete) A paper packet containing a sweetmeat, cracker, etc., together with a scrap of paper bearing a motto.

I hate to say it, but I don't see the most common meaning of motto as I know it here which is "a short sentence or phrase chosen as encapsulating the beliefs or ideals of an individual, family, or institution" (Oxford Languages).
