From my experience, its usage in Britain these days, it's almost never used to refer to someone with Down's syndrome (I'd also say "mongoloid" is pretty dated as a perojative). It's usually used to mean "an obnoxious or stupid person". Obviously it isn't a reliable reference, but most definitions of it on UrbanDictionary have the current usage as such. I suggest we add it, and possibly label the definition as "A person with Down's syndrome" as dated. --Inops (talk) 01:38, 13 November 2014 (UTC)
