Add topicThe Standard English language used internationally in treaties is "prisoner of war." Illegal combatant was created solely for the purpose to avoid the standard. Donald Rumsfeld did not explain the reason for creating a new expression for obvious reasons. The "bias" is held by most of the world, certainly enough to record.
An additional reason might be added, such as Afghanistan is not a legally recognized by the United States. Let the readers decide which "bias" they might believe.
If statesmen realize that their linguistic manipulations were being understood and recorded, they might not be so free with the lingual spins.
